Call for Growth Deal projects

Coventry and Warwickshire LEP (CWLEP) is anticipating that in the next few weeks they will be asked to apply for funding for the 2016/17 Growth Deal. The timeline of this will be very tight with Growth Deals expected to be announced early in 2015.

In order to give partners as much time as possible to prepare, CWLEP is seeking to establish a pipeline of innovative proposals, with supporting business cases, for funding commencing in the 2016/17 financial year. 

In addition there may be outline ideas for future projects beyond this that we would like to know about that will be seeking funding from the 2017/18 financial year onwards.

You will recall that CWLEP received a funding allocation of £74.2m from the Government’s Local Growth Fund that was announced in July 2014. This was for projects that linked strongly with priorities for investment, starting in 2015/16, that were embedded within the Coventry and Warwickshire Strategic Economic Plan (SEP) published in March 2014.

We expect some changes to be made to the SEP in the near future to place more emphasis on innovation and creativity but partners should continue to support the aims and objectives highlighted within the current SEP (available for download on the LEP website www.cwlep.com) in any projects that are proposed. The themes of the strategic economic plan remain, in essence:

Infrastructure

  • Employment Sites – Unlocking potential employment land and supporting investment in business premises
  • Transport – Improving connectivity to employment and housing sites
  • Digital Connectivity – Improvements in digital infrastructure to address gaps in current and planned investment

Advanced Manufacturing and Engineering

  • Research and Development – Capital investment in Research and Development and Innovation Infrastructure
  • SME Support – Capital Investment to support business growth
  • Skills – Capital investment to enhance skills provision (Not including Higher education)

Growing our talent

(IT Services, Digital and Creative Industries, Logistics, Culture and Tourism, Healthcare and Assistive Technologies and Professional Services)

  • Research and Development – Capital investment in Research and Development and Innovation Infrastructure
  • SME Support – Capital Investment to support business growth
  • Skills – Capital investment to enhance skills provision (Not including Higher education)

The projects that we are particularly interested in will be:-

  • seeking capital funding starting in April 2016/17 at the earliest,
  • located within the Coventry and Warwickshire LEP geographical area
  • drawing in significant private sector investment as a result of public sector financing
  • delivering significant value for money
  • delivering on output measures including; reduced journey times, new employment land, new building space, new job creation, number of enterprises supported and delivery of additional qualifications.

Given the nature of the programme, preference will be given to projects and investment programmes seeking significant levels of capital support and to those demonstrating an innovative approach to fostering growth.

Projects that register will be sent by return an Expression of Interest form and may wish to start to prepare their application.

The date by when completed Expressions of Interest must be returned will be published by the LEP in the near future, but applicants should note that window for applications will be limited.

Please note that projects that progress beyond the Expression of Interest stage will be required to complete a full business case so that a detailed assessment can be undertaken by the LEP.
